City of Lakewood welcomes new City Manager - LYRE exclusive
Monday, August 25th, will be Doug Russell’s first day as the City of Lakewood’s new City Manager.
Russell was most recently City Manager of Kalispell, Montana, a role he has held since 2012.
He holds a Bachelor of Science in Psychology from Montana State University and a Master of Public Administration from University of Colorado–Denver.
He has also served as a city manager in communities in Wyoming, Kansas, and South Dakota.
He holds the official titles of Certified Manager — International City/County Management Association, and Certified Public Finance Officer — Government Finance Officers Association. He is Accredited in Public Relations — Public Relations Society of America. Also, he is a graduate of the Harvard Kennedy School of Government’s Senior Executives in State and Local Government Program
While in Kalispell, he led downtown revitalization efforts, stimulated economic development, and spearheaded park and public space projects benefitting Kalispell’s ~31,000 residents.
Doug Russell managed Kalispell's projects such as the Parkline Trail, addressing homelessness, supporting EMS levy initiatives, and leading key hires such as new chiefs of police and fire.
Lakewood mayor Jason Whalen said “the City Council looks forward to welcoming Doug Russell to his appointed position as City Manager, effective August 25. Doug brings a wealth of experience to Lakewood, following a successful tenure as City Manager for Kalispell, MT. I will be hosting Doug at the next Mayor’s Coffeehouse event in September.”
He wrapped up in Kalispell with his last day on August 20, 2025.
Russell said he’s “excited about starting this new position”.
